Rule 14
Things to test
(1) The center will examine the following things while considering the cost, time, quality, effectiveness and achievement of the project during the technical examination:-
(a) whether technical testing is kept as an integral part of the project or not,
(b) whether the design of the project is suitable or not,
(c) Expected achievements from the project can be achieved or not,
(d) Whether or not the project is effective and sustainable (e) Whether the design preparation and feasibility study of the project, the purchase and use of services, goods or construction materials and the implementation of the project are in accordance with the manner and quality prescribed by the public construction guidelines or other prevailing laws,
(f) Whether the budget arrangements and disbursements made for the project are correct or not,
(g) Whether the project's target has been set or not and if the target has been set, whether or not the work has been done accordingly,
(h) Whether the work of the project has started within the stipulated time or not,
(i) The works to be completed or carried out under the project are not able to provide the expected service (j) Whether or not there is a schedule for completing the project and whether or not the work has progressed according to the schedule,
(k) Whether there are necessary provisions in the contract related to the project regarding the completion of the project and maintaining the quality,
(l) Whether or not the construction work has been completed according to the estimated cost (d) Whether the project is implemented as per the objective or not,
(d) After the completion of the project, there are financial and physical arrangements for its operation and maintenance or not.
(2) The center shall send a written notice to the higher authority of the government office or public institution to immediately correct the deficiencies observed during the technical inspection of a project in accordance with sub-rule (1) and to make necessary arrangements to prevent such deficiencies from occurring in other projects to be operated in the future.
